Russia's unified lists set out which products require a certificate of conformity and which require a declaration, and for each product they specify the GOST standards that testing must follow. In May 2025, Resolution No. 642 (RU · EN) updated those standards for a large part of the lists. Documents issued under the earlier versions were given a year to run out, and Resolution No. 1403 (RU · EN) set the final date at 1 September 2026.
On 10 August 2026, Rosaccreditation published a notice (RU · EN) stating that certificates and declarations will be cancelled if their object of certification or declaration field reads "as amended 23.12.2021".
Many documents carry that tag for products whose standards Resolution No. 642 did not change. If the tag alone is used as the criterion, those documents will be cancelled as well.
The tag covers more than the rule does
Resolution No. 1403 sets a condition: a document shall be terminated on 1 September 2026 only if Resolution No. 642 changed the standards for that product, meaning the requirements or the test methods.
For a significant number of products, it changed neither. In some entries the same standards and the same test methods were simply restated in a new edition of the list. Other products were not covered by Resolution No. 642 at all. In both cases the requirements are the same as before, so the deadline does not apply — but the tag is still on the documents.
There is also a third group, unrelated to the products. Some documents were registered after Resolution No. 642 took effect on 1 September 2025, using test reports dated after that same date, and they still carry the tag. Here the tag reflects nothing more than a mistake made during registration.
Products in this position include vacuum flasks with glass containers; nickel-metal-hydride and lithium cells and batteries; tableware of cupronickel, brass and nickel silver with chrome or nickel plating; tableware and cutlery of cupronickel and nickel silver with gold or silver plating; household goods; lighters other than mains-powered; household siphons and cartridges for them; and paper products for household and sanitary use.
The registration system still allows you to choose the old scheme, alongside the current one, the two are worded identically and differ only by a date at the end, which the field cuts off. The applicant sees no difference between them when making the selection.
The field cannot be corrected afterwards. Registering a replacement declaration or issuing a replacement certificate does not change the object of declaration. If a document is cancelled on this basis, the holder cannot simply re-file. The whole conformity assessment has to be carried out again, including new testing, against requirements that have not changed. Until that is finished, the products cannot be placed on the market or imported.
What is being done
OneWindow, together with other certification professionals, has asked Rosaccreditation to confirm that the deadline applies only where the standards were actually changed, to publish the list of products affected, to stop treating the tag as sufficient grounds on its own, to remove the outdated entries from the registration service, and to reinstate any document cancelled without a proper basis. The statutory period for a reply is 30 days, which means the answer will come after 1 September.
Check if your approvals are affected
Open your valid certificates and declarations in the public registry and look at the object of certification or declaration field on the first screen. If it reads "as amended 23.12.2021", save the record — status, dates and validity period — before the end of August. Then check whether Resolution No. 642 in fact changed the standards for your product, since that is the condition the rule sets, not the tag.
